Your empire's state and private money are set to 999,999,999 whenever the game reads them, which it does while the Empire panel is shown. Open the Empire panel once after turning it on.

Every cargo entry that has empire id 1 (the table checks for it; usually your empire) is set to 999,999,999 when the cargo list shows it. Open a ship's or colony's Cargo tab after turning it on.

While on, the empire shown in the Empire panel is remembered, and its state and private money show here to edit. Keep the Empire panel open: the game moves its objects in memory, so a value read long after the panel closed may be stale.

Ships of the empire last shown in the Empire panel get their fuel, energy and shields refilled to capacity as they go about their tasks. Open the Empire panel once after turning it on.

A construction yard's speed is set to 9,999,999 when the Construction Yards tab lists it, so ships and bases there finish almost at once.

While on, the ship selected on the Ship tab is remembered, and its fuel, energy and shields show here to edit. Keep the ship selected while editing.

A planetary facility being built is set to 99% done when the colony's Facility tab shows it, so it finishes soon after.

A research project is marked complete when you hover over it on the Research tab.

A character's skill bonuses are all set to 100 when the game shows that character (hover over research on the Research tab, as the table says).
