LifeController.DealDamage returns at once, so no one with a life controller takes damage (civilians and firefighters alike).
Any stamina the game adds becomes 900, so stamina refills at once.
Any water added to a tank becomes 9,000, so tanks refill at once.
Mission 2
Any damage to a destructible obstacle becomes 9,000, so obstacles break in one hit.
Forces the game's developer-mode check in GameManager.Update on, which turns on the game's own debug features.
Progress 1
Experience gained is multiplied by this.
